Tokai Yattan Matsuri was started by the Tokai Village Youth Association under the rallying cries "Let's make a handmade festival for kids (youth)!" and "Please, go ahead and do it (yattansai)!", marking its 43rd edition this year. This fiscal year as well, an executive committee is organized with individuals and groups who endorse the festival's purpose to manage the "Handmade Festival" for children. The event is recruiting junior high school student volunteer staff, allowing them to participate in the planning and operation of the festival. Main volunteer duties include reception work (distributing stamp rally tickets and participation prizes, guidance, etc.), cleaning dining spaces, headquarters operations (emceeing/moderating, etc.), and customer service at booth attractions (science experiments, mazes, etc.). In addition, exhibitors (individuals or groups) who endorse the "Handmade Festival for Children" are being recruited, and can exhibit in the Challenge Square or set up shops in the Bazaar Square. At the Challenge Square, various attractions and hands-on mock booths (free) will be exhibited, and a stamp rally will be held among the square's mock booths. Regarding shop openings at the Bazaar Square, sales prices are set as low as possible because it is a festival for youth (children), and participation by commercial organizations is not permitted.
