According to the recruitment information published on the official Kashiba City website, the "31st Kashiba Fureai Festa" is held as a place of relaxation and mutual exchange for citizens, civic groups, and the local government. Its purpose is to foster pride and affection for the city, as well as develop and revitalize local culture through citizens collaborating to rediscover and share the charms of the city. Applications are open for booths offering cultural activities, exhibition of works, sales of food and beverages, and hands-on workshops; stage performances featuring cultural activities, dance, and music; and market stalls selling food and beverages. The venues are the Kashiba City Hall South Parking Lot and the General Gymnasium Parking Lot.
